Oakley Blackstar Charged After Saskatchewan Internet Child Exploitation Investigation

On September 9, 2020 the ICE Unit received a complaint that an adult male was enticing a 16 year old female from the Saskatoon area through a popular online chat application to engage in sexual activity at a local hotel or other location. The investigation was able to identify the young female who said that in June the male suspect took her to his hotel room and sexually assaulted her. The investigation also identified that the adult male had been grooming the young female through the exchange of naked pictures after they became online friends. The accused was identified but did not have a fixed residence so an arrest warrant was issued. On September 24 the offender was located by the North Battleford RCMP and arrested.

Oakley BLACKSTAR, age 63, of the North Battleford area has been charged with the following offences:

Sexual Assault Sec. 271 C.C.

Luring a Child to facilitate an offence under Sec. 163.1 C.C. – Sec. 172.1(1)(a) C.C.

Making Explicit Material Available to a Child 171.1 (1)(a) C.C.

The accused cellular phone was also seized upon his arrest for forensic analysis and to identify other child victims. The ICE Unit is asking any other young females who have had similar involvement with Oakley BLACKSTAR to contact the ICE Unit through their local police.

On September 30 Oakley BLACKSTAR appeared in Saskatchewan Provincial Court in Saskatoon  where he was released from custody on numerous conditions. He is scheduled to re-appear in court on Thursday October 22.

The Saskatchewan ICE Unit is comprised of investigators from the RCMP, Regina Police Service, Saskatoon Police Service, and Prince Albert Police Service. Their mandate is to investigate crimes involving the abuse and/or exploitation of children on the Internet.
